This item is a good substitute for a Wand of Cure Light Wounds. Staggered is the stronger debuff. Personally though, I always prefer buying things like Stagger-Proof Boots to move on the enemies turn out of their reach, a Cyclops Helm to guarantee a crit when I need it (you want this, scythes have ×4 crits), and a fair amount of low level potions.
